Procedure for issuing/amending a license to a vocational training centre to include new professions and specialities
(Adopted by NAVET Managing Board minutes № 07 of 17.05.2009, amended by NAVET Managing Board minutes №01 of 18.01.2012 and minutes №02 of 29.05.2013)

This document systematises the procedure for issuing/amending a license to a vocational training centre (CVT) to include new professions and specialities according to Article 49a of the Vocational Education and Training Act (VETA ). The procedure has been developed pursuant to Article 42 point 2 and Article 48, paragraph 2, point 6 of VETA.

Applying for CVT licensing
The documentation for issuing/amending a license to include new professions and specialities is prepared by the applicant in accordance with the requirements specified in Article 49b paragraphs 1, 2 and 3 of VETA and is submitted through the information system (https://is.navet.government.bg/test/). After that, the documents for issuing/amending a license to include new professions and specialities are printed and the hard-copy is submitted to the National Agency for Vocational Education and Training (NAVET).
To the documents for issuing/amending the license a document should be enclosed for the payment by bank transfer of a fee, in accordance with Article 1, point 1 and point 4 of the Decree of the Council of Ministers № 241/21.11.2000.

Examination of the submitted to NAVET documentation
An expert from NAVET examines the submitted documentation, in terms of completeness and compliance with the regulatory requirements in Article 49b paragraphs 2 and 3 of VETA and the Rules of Procedure of NAVET. The result can be:
1. positive – all the necessary documents in accordance with the requirements are submitted and are entered in NAVET information system.
2. negative – the documents submitted are incomplete and/or do not comply with the requirements, are not entered or partially entered in NAVET information system.

Licensing examination of the capacity of the centre to conduct vocational training in the specified professions and specialties
1. Upon positive assessment from the examination of the submitted to NAVET documentation, the Chair of NAVET appoints an Expert group and determines the Expert committee to carry out the licensing examination of the capacity of the centre to conduct vocational training in the specified professions and specialties. A notification letter is sent to the applicant on the timeframe of the examination, the experts involved in it and the amount of the license fee (when licensing a new centre).
2. No later than 10 working days of the date of receipt of the notification letter, the applicant shall transfer the fee in accordance with Article 1, point 2 of the Decree of the Council of Ministers № 241/21.11.2000 (when licensing a new centre).

Important!
If the fee under p. 2 is not transferred within ten working days of the receipt of the notification letter, the Chair of NAVET suspends the assessment procedure of the centre for one month, for which the applicant is notified in writing. After the expiration of the one month period, the Chair of NAVET refuses to issue a license.
3. The licensing examination is carried out by the Expert group and the Expert committee on the basis of the criteria for issuing/amending a license to include new professions and specialities adopted by NAVET Managing Board. It includes detailed examination and evaluation of the contents of the submitted documentation. Members of the Expert group check the compliance of the submitted curricula and syllabi with the state educational requirements and if necessary visit the applicant to assess the practical arrangements for providing training in the specified professions and specialties.
4. The Chairperson of the Expert committee in accordance with Article 49, paragraph 3 point 1 of VETA submits a report with the results of the licensing examination to the Chair of NAVET with a reasoned proposal for issuing/amending a license or refusing to issue/amend a license.
5. Based on the proposal of the Expert committee, the Chair of NAVET, according to Article 48, paragraph 2, point 6 of VETA issues/amends a license or refuses to issue a license. NAVET notifies the applicant of the result of the completed licensing procedure.

Important!
In case the Expert group and the Expert committee consider that the applicant is not able to conduct training in certain professions and specialties included in the application for licensing, the Chair of NAVET issues/amends a license only for the approved professions and specialties.
The license document is given to the applicant.
When licensing a new centre, the licensing document is issued after the payment of a fee of 100 (one hundred) leva, according to Article 1, point 3 of Decree of the Council of Ministers № 241/21.11.2000.
In the cases the documents submitted to NAVET are incomplete and/or do not comply with the requirements specified in Article 49b paragraphs 2 and 3 of VETA, or the necessary information is not entered in NAVET information system:
NAVET notifies the applicant by letter and pursuant to Article 49b paragraph 5 of VETA sets a one month period for the applicant to address the identified non-compliances and to prepare the documentation that meets the licensing requirements.

Important!
If the applicant does not eliminate the non-compliances within the month, the Chair of NAVET refuses to issue/amend a license pursuant to Article 49b, paragraph 7 of VETA.
